Overnight, police charged the man with failure to stop, failure to render assistance, driving while disqualified, driving an unregistered vehicle, using a false licence plate and bail-related offences.

They allege he dumped the car nearby and fled after hitting Brown on Boundary Road between William Angliss Drive and Mt Derrimut Road.

Police said it was unclear what Brown was doing on Boundary Road in the early hours of the morning.

Witnesses in the area told 9News he appeared disoriented in the hours before he was found.

Brown’s family described the 27-year-old, who had autism, as a beautiful, kind-hearted boy who loved playing chess, video games and listening to music.

“We’re devastated, he should have never been where he was,” said his sister Kaela Brown.

“He was so innocent.”

Police want to speak to anyone with dashcam from Boundary Road between 3.30am and 4am on Sunday.

They earlier described the vehicle as a silver Holden Rodeo with number plates that didn’t match its description, and towing a trailer.

The Wyndham Vale man was remanded in custody to face Melbourne Magistrates’ Court on May 7.
