Emergency services were called to a home on Warnock St in Broadmeadows about 2pm.
A man, who is yet to be formally identified, was found dead outside the property.
A 42-year-old man of no fixed address was arrested at the scene.
He is assisting police with their inquiries.
Police believe the men were known to each other.
At least three dogs were taken from the scene as police launched an investigation.
