Two people were arrested by police in Southbank about 4.45am.
The deputy premier’s office on Keilor Road in Niddrie was defaced with the words “blood on your hands”, and surrounded by splatters of red paint.
He took to social media to condemn the attack.
“I urge everyone to please be civil, and to remember what makes Victoria such a strong state is our diversity, our harmony,” Carroll said.
“We all deserve to feel safe. Always. Hate has no place in Victoria.
“Grateful that none of my staff were present as they’re entitled to feel safe at work.”
The vandals covered the steps of the ABC’s offices with similar red paint, before placing up a poster referencing genocide.
All three incidents occurred within 40 minutes, according to police.
The ABC has been contacted for comment.
