The father of an LSU student who was shot dead in her car four months before Madi Brooks was allegedly raped and later run over has warned collegegoers to ‘stay together’ for safety.

Allison Rice, 21, had been on her way home from a night out with friends and was shot dead at around 2.30am in September last year near railroad tracks.

No one has been arrested in connection with her death, with police blaming a lack of evidence and security footage for the slow-paced investigation.

Her father, Paul Rice, is now calling for a ‘culture change’ within the community – and wants there to be a harder look at underage drinking in Baton Rouge, Louisiana.

Madi Brooks, 19, was allegedly raped after being picked up by a group of four men in a local college bar – and was seen staggering around drunk on surveillance footage.

Kaivon Washington, 18, and a 17-year-old boy have both been charged with third-degree rape of the sorority girl – with Washington’s uncle Everett Lee, 28, and Cason Carver, 18, being charged as accessories to the rape.

Lee and Carver, who have since been released on bail, were in the front of the car when the alleged incidents occurred.

Alpha Phi sorority member Madi was then dumped at the side of a road and hit by a ride-share car – suffering multiple traumatic injuries – before dying in the hospital. 

She had been partying at Reggie’s bar in Tigerland, where it is understood that she worked, and had 0.39 percent alcohol in her system when she died.

Paul has now vowed that ‘enough is enough’ after the second death of an LSU student in four months, and is calling for change – and students to look out for each other.

Speaking to DailyMail.com Paul said: ‘There has been a history for many years in that area where the bar is, there have been a lot of fights and drug activity in the area.

‘A lot of bad things have happened, a lot of the bars have reputations for serving underage customers as well.

‘That is one of the things that has come to light in this particular case, three of the people that have been arrested – plus Madi – were all underage and that bar served them alcohol. There is a reputation for it there.

‘Ultimately, Allie and Madi have different circumstances but the same outcome. As parents we send our kids off to school as young adults and expect them to have the opportunity to mature and become responsible adults, set forth on a path to great careers, but tragically that has been taken from us.

‘It is something that is very hard to get over. Allie’s murder occurred in an area which isn’t technically the LSU campus, it was a couple of miles away. But Madi’s is a direct walking distance form campus and it’s targeted to the LSU students.

A memorial has been created for the ‘amazing young woman’ who had ‘limitless potential’ by her friends on the highway where she died

‘This incident has exposed more of the type of issue that we have here in Baton Rouge, and in particular with violent crime – whether it’s gun related or not.’

Allie’s death was the 74th last year in the East Baton Rouge Parish, and came after a string of crimes against LSU students.

On August 19, another student was shot during an attempted robbery, and just days later two separate kidnapping cases happened on campus.

According to the FBI, Baton Rouge has one of the highest homicide rates in Louisiana.

No one has yet been arrested in connection with Allie’s death, and the family are still offering a $50k reward for anyone with information to come forward.

Her family have also lobbied for more security cameras, and secured funding for 15 more across the area – including where Allie was killed and where 3-year-old Devin page was killed by a stray bullet in 2022.

Paul added: ‘Crime is everywhere, its becoming rampant and despite our leaders and people trying to band together to make a change these things are still happening. It is not safe. Enough is enough.

‘It ultimately comes down to a culture change that is needed here. There are segments of our population and areas of our town that need to be addresses.

‘They need love and attention, they need something weather its counselling, or something to keep the kids in school we just have to find a way to get answers to how to stop the problems continuing.

‘I haven’t spoken to Madi’s parents, but I would tell them that I don’t have to imagine the pain that they’re in, it is what we have felt for the last four months.

‘It’s horrific what has happened to her, and anything we can do to be of support to them we are ready and willing.

It comes after DailyMail.com revealed that Madi appeared to work at the bar where she met the group – and a TikTok video showed the wild underage antics inside.

The video shows students falling over the bar onto the floor, others swigging straight from the bottle while wearing bar uniforms, and other partygoers being carried to the bathroom.

One man can also be seen swaying across the bar with a cup, as well as a pinata being used like a ball for a man to hit with a baseball bat.

The bar offers cover for Greek sorority girls like Madi, and the video is packed with female students and staff sharing their antics on Snapchat.

An attorney for the bar, Kris Perrett, confirmed in a statement that it is ‘fully cooperating with authorities’.

Footage shows many of the staff performing lewd dances together and a seemingly intoxicated girl collapsing over the bar as drinks flow.

Paul has urged college students, mle and female, to stick together on nights out to ensure their safety.

He said: ‘My main message to these college-age youth, is that they have to understand the need to travel in groups and stick with each other – it is not safe otherwise.

‘I saw a great post on social media that said women would go to the bar together, leave together, go to the bathroom together – and they would not let anyone get separated or they would really look out for each other.

‘I really think that’s something that needs to be pushed again, stay in groups to stay safe. 

‘It’s got to be a wake-up call to these students here that you may think you’re safe going somewhere that you go to all the time, but you don’t know who is waiting to attack you and waiting to prey on you. 

‘Look out for your friends. And it isn’t just a girl problem, guys need to stick together too.’
