Rice is also wanted by Bayern Munich but is believed to prefer a move to the Emirates.
Manchester United have been asked to be kept informed on developments but do not consider themselves front-runners.
West Ham value Rice at more than £100m.
The England midfielder has been linked with a number of Premier League clubs amid yet another outstanding season.

Chelsea, Liverpool and Manchester City have also been credited with an interest in the 24-year-old.
Speaking in May, Hammers boss David Moyes admitted Rice is likely to leave the club this summer.
“We honestly hope he stays,” Moyes said.
“We’d love for him to be a West Ham player but we are aware that might not be the case at the end of the season.

“So that’s one of the scenarios around plans. There are plans that we have Dec here.
“But we’re also fully aware there is a good chance we won’t have him.”
