The man allegedly attempted to pick up the five-year-old and the teenager was allegedly punched in the face when he tried to intervene.
Police this morning arrested a 32-year-old man at a Footscray address.
The man has been charged with common law assault, attempted child stealing and recklessly causing injury.
He will face court in June.
