Christine Ruth Burns is a former employee of the YMCA of Greater Toronto, accused of orchestrating an alleged $2.2 million theft of public funds designated for a federal job-training program.

According to the YMCA’s statement of claim filed in Newmarket court, the YMCA detected the suspected fraud in August 2018 after being alerted to a suspicious $1 million transaction related to the job grant program.

Subsequently, the organization launched an audit, uncovering a complex web of deceit allegedly masterminded by Burns. At the time, Burns held a position overseeing the job-grant program in the York Region until her dismissal by the YMCA in October 2018.

Then, in 2023, the police charged Burns with fraud and other serious crimes. The YMCA says Burns worked with some businesses to make fake bills for training sessions that never happened. They’d send these fake bills to the government program, and then Burns would allegedly get secret payments from the businesses.

 

 

YMCA also Sued Christine Burns’s Husband

The YMCA’s claim involves eight individuals, including Thomas Patrick Burns, husband to Christine Ruth Burns, along with eight implicated companies. However, it’s essential to note that these allegations remain unproven in court.

Christine Burns and her husband denied the YMCA’s allegations, stating they were unaware of any fraudulent activities and declined to provide further comments.

According to the YMCA’s court documents, Burns approved fraudulent grant applications and invoices, leading to reimbursement checks being issued to certain companies. These companies allegedly transferred funds to training service providers and then funneled portions of their earnings back to Burns and her husband’s companies.

In their defense, Burns and her husband claimed that payments received were for unrelated consulting services.

In June 2022, a judge granted the YMCA’s request to freeze assets belonging to Burns and others involved. The decision was based on evidence of kickbacks to Burns and her companies from the training providers.
